I want to say 'shame on you, scammers', but then I have to remember they are sociopaths and are incapable of feeling or recognizing shame or guilt or any moral behavior. So let's move on.
An artist sent me this information and I am posting it as it was sent to me. I thank this artist for continuing to spread the word so artists do not fall victim to this stuff.

I am also following the nasty "DAKAR ART FESTIVAL" scam, where the scammers try to get money from artists by organizing a fake art festival.

It does have some dubious characteristics, namely some translating errors and a lack of a website.
But the way it's laid out, can take some people to fall for it.

ReplyDeleteI think we need to continue to post about this scam. It is a different approach than what we typically see but is no less a scam - and it seems to ends in a way that is VERY familiar to me.
ReplyDeleteThey get the paintings (or sometimes don't even wait to receive the paintings) and claim someone is interested in purchasing them. Here comes the familiar part (it is called advanced fee scam): they claim in order to send the payment via Western Union, the artist has to send what turns out to be substantial amount of money - via Western Union (this is how the money become untraceable once it is picked up). In other cases, they claim to send the full payment amount for the paintings via money order (which will turn out to be counterfeit) and ask the artist to send their "commission" back to them - again, via Western Union. The artist's good money will be long gone before they discover the check is fake. And then they will be out: (a) the paintings, (b) the cost to ship the paintings, and (c) the amount of the "commission" they sent back.
How the scammers work this one is there is, apparently, a real Dakar Arts Festival but the people and location of that event are different than what the scammers pose as. They can potentially set up a fake website and everything. but it is all fake. So it is easy for unsuspecting artists to get confused.
The terrible thing is, I'm sorry to say, your friend will likely not get her paintings back. They are gone. The only thing I can think is if the shipping company that sent them still has them in transit, she can call that company and explain the situation and get them to stop shipment and return them. But if they have already reached their destination, they are gone.
The scammers could care less about the paintings - they are after the cash, so I don't really know what they do with all the paintings they receive. Try to sell them on the street locally, I suppose, but I don't really know.

Please stay away, we were sent official documents (fake) and then asked for money to be sent to a Western Union account. I am now trying to contact the ministry of culture, but website all french, so I have contacted my embassy in Dakar and will take it from there! Best Wishes to you all!

ReplyDeleteTo me happened the same! I was invited to a symposium at Dakar from 5. -25. 1.2015. The same Mr. Sow as organizing, the same so called travel agency with Astou and Residence Senegal who pretend to be the hotel, papers of "the high ministery of cultur" and a lot of tricks to catch me.
First leval was also the amount for the ticket, second level "increase" of the price and then turning around to find always new so called reasons not to answer my question for a invoice. They tried to reduce also the second level to only 100,- € ....and so one!
Instead investing the high energy in constructing their society they put it in criminal act - that gives a high demage to the countys reputation, but they don't care. Good by for my amour to senegal!
I just got the whole shabang...emails etc.. its for the sculpture symposium and some of my friends have been there and also been taken for cash upfront ..etc.. it all seems legit but havent sent a list of this years participating sculptors which they promised... my gut feel says no.. but my stomache is empty and so become easy pray for these people. I have forwarded no money as i have none.

ARTICLE 1:
The 1st International Sculpture Symposium, organized Ousmane Sow sculptor in association with the Ministry of Culture of Senegal , will take place in Dakar-Senegal between: June1 st and June 20 th 2015
FOR THE SCULPTORS AND CERAMISTS .
The high office of the culture of Senegal will provide for each artist with a maximum of 2 cubic meters, 2 stones (rocks) in total, sized and preformed according to the artist's orders as dimensional specifications. The organizers will provide power and air compressor, angle grinder 9". Artists will take their own tools, for the wood, glasses and ceramics artists, the materials and tools are provided according to the artist’s orders,
The theme of the symposium is free.
FOR THE PAINTERS.
All painters will have a stand (12’ width X 8’ height), as well as a table and a chair at
their disposal ,
we will provide the lighting and, if needed, an easel .
-The Painter can bring along a maximum of 6 paintings to display at your stand
(exceptions for sculptors).
- All blank canvases have to be identified by the Sales committee at your arrival.
- Your canvases may be covered with washes of subtle colour or with different
Texture mediums, but NO DRAWING that is begun on the canvases will be
Accepted.
- All mediums are accepted.
ARTICLE 2:
The sculptures produced by the artists in the symposium will be placed in The Sculpture Park of the city Dakar and the painting produced by the painters will be placed and sale in the Gallery Arts Dakar .
ARTICLE 3:
The accommodation (motel,double rooms) and food will be provided by the Municipality and sponsors. Accompaniments can come on their own expenses.
ARTICLE 4:
Travel expenses for all artists will be covered as follows: 50% of the travel costs from the artists outside Africa, 75% of the travel costs from the artists living in Africa
ARTICLE 5:
For Painter who has completed 12 paintings art works 1m x1m by size at the end of the Symposium will be given the amount of 2,000.00 Euros along with the certificate of participation.
ARTICLE 6:
For the sculptor who has completed his work will be given a total of 2,500.00 euros. The half of the total amount will be paid in the second week of the symposium; the remaining will be given after the symposium is completed, along with the certificate of participation
ARTICLE 7:
The Dakar Municipality will provide tents and cover roof, water, tee, coffee in the symposium site.
ARTICLE 8:
The working area will be outdoors, close to the motel.
ARTICLE 9:
The artists are obligated to remain in the symposium work area during the symposium working hours .
ARTICLE 11:
Artists are responsible for taking out their own accident insurances.
Each artist are allowed for not more than 2 assistants ,the assistants,will benefit also the 50% of the flight tickets costs accorded by the high office of the culture .

ReplyDeleteI also got one but I asked for a 5* hotel and to fly business class only... they came back the next day and said everything was fine and would be taken care of.... The dates are different now Aug 10-30, 2015 of course they would say I could fly business class ... more money for them.... you could tell it was a scam when they answered the next day so if they had a commitee it would usually take longer... and send money Western Union is a sure sign of a scam NEVER send money Western Union unless you know the person who is receiving it. I want to run with this and see how far they will go... I have a friend from the area and will have her write to them... I will not be going and anyone who is thinking of this then think again... I remember in Dubai 10-2 years ago Emaar property developer did something like this but I was living in Dubai at the time and knew some of the artists... this was legit... so I think they are basing this scam on their project. I've wrote a mail to Mr Sow's agent in France, beacouse this people used de name of an artist, Osmane Sow, behind the organitations to get more credibility. Thanks for this blog! I got this today, also for 2017. But they have got crafty and the organiser now is; "Ousmane Gueye sculptor in association with the Ministry of Culture of Senegal."
ReplyDeleteYou look up Ousmane Gueye and he is well covered as a sculptural artist. Images search comes up as for Pape Ousmane Gueye - director general. So, not knowing, you think perhaps he is the director of the arts as well.
But the testimonies of loss of art and asking for more money then is a big help.

Rules and Conditions of the Symposium
1. Time and place
The International Sculpture and Painting Symposium Dakar 2018 will be held in
Senegal, from June 1 st to June 25th,2018at the hotel complex SousoumHoteland

2. Symposium targets
· - Promoting the arts and artists and make Senegal an artistic destination.
- Linking relationships between artists from both sides- Artistic and cultural
exchange between the two sides- To promote high quality contemporary art

· Development of tourism in the region.
The International Sculpture and painting Symposium, is organized by
OusmaneGueye sculptor in association with the Ministry of Culture of Senegal.
3. The topic of the Symposium

· Marble, 2 cubic meters;
· Granite, 2 cubic meters;
· Metal sheets and profiles (steel, stainless steel);
· Wood of oak or linden for interior sculptures
· Bronze, casting in a highly professional workshop by the models of
sculptures made of plastiline during the Symposium;
· Canvases, acrylic paints for painters;
FOR THE SCULPTORS AND CERAMISTS ARTISTS, The high office of the culture
of Senegal will provide for each artist with a maximum of 2 cubic meters, 2 stones
(rocks) in total, sized and preformed according to the artist's orders as
dimensional specifications.
The organizers will provide power and air compressor, angle grinder 9". the office
of the symposium will provide also all the listed tools from the artists by sending
proposals, for the wood, glasses and ceramics artists, the materials and tools are
provided according to the artist’s orders, The theme of the symposium is free.
5. The Symposium provides
· Accommodation and food at the hotel SouSoum Dakar;
· Materials for the sculptures: stone (marble or granite), metal (steel or
stainless steel), Plasticine for making a model, casting in bronze after the end of
the Symposium;

6. The participants are obliged:
· To accomplish the sculpture or paintings in accordance with the selected
projects or sketches;
· To take part in the traditional painting competition;
· To be present at the working place during the working time of symposium;
7. The procedure of application and selecting the participants of the Symposium.
The participants of the Symposium will be selected on the base of projects of the
sculptures, painting sketches and documents.
All the necessary sketches and documents should be sent at
symposiuminternationalarts@yahoo.fr
· The filled and signed registration form, doc format;
· Artist CV;
· Minimum 2 photos of your previous sculpture works of monumental size in
the selected materials for sculptors and no less than 5 photos of previous
painting artworks for painters ;
· For sculptors: photos of models of suggesting sculptures from 4 points of
view; the description of the project (the title of the sculpture, material, size,
explanation of the artistic idea);
· For painters: color sketches, lay out, artistic motives for the painting works
which you like to realize during symposium, the description of the artistic
concepts;
8. Other conditions:
· Participant can use other materials for the sculpture;
· Participant can be accompanied by someone
· The symposium does not cover other expenses of artists such as
beverages, cell phone charges etc;
· The organizers have rights for publish the artworks, created during
Symposiums;

FOR THE PAINTERS.
All painters will have a stand (12’ width X 8’ height), as well as a table and a chair
at their disposal, we will provide the lighting if needed and easel.
The Painter can bring along a maximum of 6 paintings to display at your stand
(Exceptions for sculptors).
- All blank canvases have to be identified by the Sales committee at your arrival.
- Your canvases may be covered with washes of subtle color or with different
Texture mediums, but NO DRAWING that is begun on the canvases will be
Accepted.
- All mediums are accepted.
The sculptures produced by the artists in the symposium will be placed in The
Sculpture Park of the city Dakar and the painting produced by the painters will be
placed and sale in the Gallery Arts Dakar the high office of the culture will take
8% of commission for each painting sold during the symposium, this amount is
used for the orphans and poor child’s of Africa.

The accommodation (motel, double rooms) and food will be provided by the
Municipality and sponsors. Accompaniments can come on their own expenses.
ARTICLE 10 :
The travel expenses for all artists will be covered as follows: 50% of the travel
costs from the artists outside Africa, 75% of the travel costs from the artists living
in Africa
ARTICLE 11:
For Painter who has completed 6 paintings at the end of the Symposium will be
given the amount of 2,000.00 Euros along with the certificate of participation all
sizes are accepted .
ARTICLE 12:
FOR THE CERAMIC ARTISTS
The organizers provide the ceramic facility and materials.
The clay is a mixture of raw crushed clay and a coarse vitreous grog of the same
clay,we provide also other clay by the request of the artist.
The symposium kiln is a natural gas downdraft, The interior dimensions are 1.2m x
2.4m by 1.4m high; the floor has 2 shelves 1.2m x 1.2m each, Some shelving will
be available for firings, The firing temperature is approximately 1260ºC - 1280ºC.
Additional smaller electric kilns will be available for participants if requested by
the artists when sending the proposal.
A potters wheel is available to be shared by all the participants.
Metal oxides (cobalt, red iron, black copper, chrome, titanium, zinc, manganese
and nickel) and some local materials (dolomite, chalk, limestone, feldspar) will be
available.
*It is advisable to bring your own favorite tools and materials (compatible to the
firing temperature,900ºC, 1260ºC - 1280ºC) that you consider necessary as they
may not be available at the facility, we will provide all materials and tools as
requested by the artists.
For the Ceramist who has completed his work will be given a total of 2,500.00
Euros. The half of the total amount will be paid in the second week of the
symposium; the remaining will be given after the symposium is completed, along
with the certificate of participation, the artworks produced by the artists belong
the high office of the culture of Senegal

ARTICLE 13:
The Dakar Municipality will provide tents and cover roof, water, tee, coffee in the
symposium site
The working area will be indoors and outdoors, close to the motel.
ARTICLE 14:
The artists are obligated to remain in the symposium work area during the
symposium working hours, working hours Tuesday to Saturday from (9:30 AM to
5:00 PM) after the working hours the artists can make they own activity for visit
the City of Dakar, the island of Goree who is a world historic patrimony.
ARTICLE 15:
Each artist are allowed for not more than 2 assistants ,the assistants, will benefit
also the 50% of the flight tickets costs accorded by the high office of the culture
,the assistants will benefit also the residency room for free including food if they
share the same residency room with the artist .

Hello. I have just received the same e mail from them and i do not know what to do
